Do the new smart phones allow photo and video downloads from email attachments and internet browsing?

I'm trying to decide if I should upgrade my 2 year old blackberry world edition or get a netbook for portability to have satisfactory internet browsing & email attachment downloads while traveling. I don't want to carry a heavier and bigger laptop.
