Seniors, did scooters (non motorized) pose a danger for children decades ago?

My big toe was a bloody stump the summer between first and second grade. Never wore shoes when playing and there were a couple of cracks on the sidewalk I can pop that toe knuckle to this day because of that summer scooter fun.
