Can a hoa make you become a member when there are no requirements in the ccr?

i own a home at holden beach nc when i bought it, there was no requirements to join a hoa. 4 years later a group of residents create an hoa and told the residents it was volunteer. now after 12 years the hoa tells everyone you must join or they will sue.how can they do this and what legal means do i have.
