Is it normal to have persistent pain several years after foot surgery?

I had surgery on my foot in 1994 for a bunion and a fallen arch. in 1996, I had an xray done and they said it didn't look like anything was corrected and my foot was in the same bad shape. It swells and hurts everyday. I need anti-inflammatories and pain medication. Is this normal? I'm 33 years old.
